SGN(numeric-expression)
 
Returns
    The sign of numeric-expression:
      If numeric-expression is positive, the SGN function returns 1.
      If numeric-expression is zero, the SGN function returns 0.
      If numeric-expression is negative, the SGN function returns -1.
