When shift-out and shift-in characters are specified by this
directive, every DBCS literal must have the shift-out character
immediately after the opening quotation mark and the shift-in
character immediately before the closing quotation mark.

They act as additional delimiters to the literal, and are not
part of its value. With NODBCSSOSI, no shift-out and shift-in
     characters are needed or recognized.

This feature may not be supported by your compiler.
