Message: RT040
Text: National Language Variants not set up correctly
Severity: Fatal
Explanation: You have attempted to use the additional language
variants, but the environment or side file that is
required to set up the language either has not been set up
correctly, or does not exist, or is invalid.
Alternatively, your system cannot find COBNLS.DLL or
COBNLS.DLE.
Resolution: Set up the required environment or side file before
you attempt to run the program again.
Ensure that COBNLS.DLL is present in UTILS.LBR, or that
COBNLS.DLE is present in COBDIR.
