     <name> : REFERENCE or VALUE only legal on formal arguments
 
     A REFERENCE or VALUE attribute was used with an item that
     was not declared in the formal-argument list for the routine.
 
     If the item is used in a type statement, then the attributed item
     must also appear in the formal-argument list of a subprogram. If
     the item appears in an ENTRY statement, include the attribute
     there instead.
