  Include:   <sys\types.h>, <sys\stat.h>, <errno.h>
 
  Syntax:    int fstat( int handle, struct stat *buffer );
             int stat( char *pathname, struct stat *buffer );
 
  Returns:   0 if successful, or -1 if not.
             errno: EBADF (fstat), ENOENT (stat)
