MS OS/2 version 1.2 changes
 
In order to allow for input 0x00E0 as a normal character, a new value has
been added to the fbStatus field of the KBDKEYINFO structure. In order to
detect an extended code, both of the following conditions must be true:
 
♦  chChar must be equal to 0x0000 or 0x00E0
 
♦  fbStatus must be equal to EXTENDED_CHAR
