The PageSwap_Test_IO_Valid service determines whether paging to and from
disk can be performed. This service passes the call through to the virtual
pagefile device.
 
This service has no parameters.
 
Return Value
 
The carry flag is clear if paging is permitted. Otherwise, the carry flag is
set to indicate that operations which may cause paging should be avoided.
