The OEMANSI.BIN setting names the file containing the code-page translation
table.

bin-filename  Specifies the name of a code-page. For the retail Windows
              keyboard driver, it can be one of the following.

              ──────────────────────────────────────────────────────────────
              XLATNO.BIN  Norway/Denmark
 
              XLATPO.BIN  Portugal
 
              XLATES.BIN  Spain
 
              XLATCA.BIN  French Canada
