The sndcom function writes a byte to the specified communications device.
USER calls this function whenever an application calls the WriteComm
function (USER.205).

cid        Identifies the communications device.
 
ch         Specifies the character to transmit.
 
Return Value
 
The return value is zero if the function is successful. Otherwise, the
return value is a nonzero value if there is an error.
